Hey well I work at a garden center...so ill try to answer your question.
Well when you mean a new bush...do u mean a rootstock?? With some stems growing and the roots in a small bag?
Well first of all...at the very beginning of the plant...youll see a point where all the stems come out of. This is sort of like the heart of the plant. Make sure that when you plant it..you dont cover this, or youll kill the plant.
You can use any well drained soil. But if you want the best type of soil, buy Miracle gro Rose soil at a garden center.
Or you can do this....get peat moss, and mix it 50/50 with another type of soil. Peat moss humus also works well. Roses grow best in an acidic soil. and this mix will become acidic over time.

Shrubbery is best planted in the fall, and roses grow best in full sun areas. If you have a bare root plant, place it in a bucket of water overnight to soak the roots. Dig a hole big enough to have the roots evenly spread out in the soil. then fill the hole with water and let it drain out. Then put the roots in the hole so they are spread out evenly, fill the hole with soil and water it again. If you have the roots in a burlap ball, dig a hole twice as big as the ball, fill it full of water, and when the water drains, put some soil in the hole so the top of the rootball is at ground level, place your plant, then finish filling the hole with soil and water it again. They are also heavy feeders, so once the leaves come out in the spring, they'll need a good fertilizer mix. Pick one that has a high Nitrogen content (the middle number on a bag of fertilizer).
Since roses are prone to catch different leaf spot diseases, always rake the falled rose leaves away from the plant, and put them in your mulch pile, or the spres will continue ti infect the plant.

we have quite a large variety of roses in our little patch and all that we have done is a dug good compost in and give the soil a good soak with the hose and place the plant in the ground.
