China's government is still officially communist, but it has allowed some private ownership of businesses and other property.
Basically, communism is a system where the government (as proxy for "the people") owns and controls the means of production for the benefit of all. Contrary to what some people think, in theory, communism doesn't forbid religion or even voting, though that is the way most if not all communist governments ended up in practice.

There are two main parts to a communist government.
One is an authoritarian and centralized political part and the tightly regulated economy.
China's economy, especially in the past decade or so, is being highly deregulated. So yes, politically China is communist and economically it is not.
You may call it the Chinese version of communism.

Does the pope wear a funny hat? Of course China's communist. And it's not the votes that count, it's the counters of the votes that count. The label "republic" is just a pretty formality, just for the egos of the Party members.

I think China formally is still a communist country, but in fact it is not.My opinio is based on :
1)The government gives freedom to choose a religion for its people
2)Private personal ownership of land and building and enterprise are given to the people
3)The economy is built in mixed system of comminism and capitalism and maybe it is called socialism
4)Free trade is implemented in China
5)People are allowed to vote for their trusted leaders so the power lies on the peopleso it is called the peoples republic because this country is headed by a president and prime minister is the chief executive of the government.
