If I am not mistaken, a puff and sip device is a tool to help those who do not have use of their hands use a machine such as a wheelchair or a computer.
It acts with two controls, one of which is activated by puffing on the mouthpiece, and another which is activated by sipping or sucking in. There is something in the device which measures air pressure, which tells the device what the person is doing. It is wired to a computer which controls the movement of the machine through those two commands. For example, I watched a documentary where they were teaching a paralyzed person to use his wheelchair. One control engaged the motor and made it go forward, and the other made it stop. He was also able, by a combination of commands, to make it do things like go in reverse and spin around. Although they did not show it in the documentary, they said that the device, when used with a properly programmed computer, can be used to use all sorts of devices, including using a personal computer for most any project. People who are unable to speak for a voice-recognition program are even able to type using a puff and sip device.
Pretty nifty, huh?

That device is the cause of most computer problems and is located between the keyboard and the back of the desk chair.
