Umm... ok.
Decentralization is a good thing. Local elections are one of the ADVANTAGES of decentralization.
Completely centralized government amounts to a dictatorship, whilst completely decentralized government is anarchy. There has to be a middle ground.

Local election becomes a disadvantage of decentralization in practice when the local elections do not create representative and accountable institutions. This can happen in a variety of situations:
1) central government control is retained, and the local elected authority becomes a branch of the bureaucracy for the policies of the central government. The local govenrment is not accountable to the people, only to the central government.
2) the exact opposite can also happen, when too much power is transferred to the local government without central government oversight, creating the conditions for oppression.
3) Local elections often happen simultaneously across municipalities and towns as part of a larger electoral exercise. Political parties run large slates of candidates for these elections, and the party machine can smother independent candidates. Party-run candidates are often less accountable to the people than the party.
4) Local elites can influence or even dominate local elections, backing candidates to become de facto lobbyists for vested interests, except the lobbyist now becomes the government.

Decentralization of what?... Leadership?... Capitalization?... Breaking down of Government Entities?... As far as I am concern they have been decentralized by Department.
But in my view, as have posted it in here a day ago, decentralization of Democracy in America is good and should have been distributed as in Iraq, as what was the intended, (quote, unquote). The Democratic Governance have been introduced to us by the Americans after the WWII here in Philippines (1897- after Spanish-American War in Manila De Bay)and have been effective... and Copy cat is not to be ashamed of if it worked as we are still in Democracy... with the debate all around the country of its effectivity today. But the way I see it, Graft and Corruptions got hold of its effectiveness and might have gone astray in the future.
