The two greatest controllable expenses of the transportation industry are payroll and fuel costs. If the locomotive is shut off, it's not burning up expensive diesel fuel. Locomotives are really electriclly driven. Diesel locomotives use the diesel motor to run an electrical generator. When the destination is reached, you have no futher need for the extra electricity used to drive the train.
