Concerning names of people buried at a state(Kentucky) hospital cemetery that has no head stones. The state won't release any names (1824-1954) citing it would violate HIPPA.

That does not make sense at all.Dead people have no right to privacy. Ask for their ruling in writing as I suspect that they will not give you such a paper saying what you just wrote above.Call the people in government that wrote the HIPPA laws in the first place. Do a google search for Hippa and then contact the numbers for the government (Health and Human Services dept.) in Washington, D.C. and ask their lawyers to explain to you whether or not a state can deny you the names of people buried in that state's hospital cementary.

HIPPA is designed to protect medical information as far as I know and thats how it affects me. I have not heard of it being applied in this manner you should get the Hospital to let you know how it violates a patients rights to privacy when they are burried there.

HIPPA only protects patients from everyone finding out their dx, etc.. It has NOTHING to do with the dead.. They won't tell you how they died but it has nothing to do with HIPPA.. they are probably just too lazy to look it up and don't care..
