I would go with Mick Foley ... he's a personal favorite. One of the gutsiest and most versatile wrestlers ever, with a great grasp of ring psychology and a willingness to always try new things, both in the ring and with his character. He was a bit overshadowed in the Austin/Rock era, but he did get in his well-deserved title reigns and plenty of main events to qualify him as a legend.
To be fair, though, a lot of the stuff he's legendary for didn't happen in the WWE. If you strictly go by what a wrestler accomplished in the WWE, then Austin and Hogan definitely achieved more, but the question says "favorite" not "greatest" so I'm sticking with Foley.

Bret Hart is def the best for his awesome skills & techniques. However thinking bk that far there were also some wrestlers that were "legendary" for other reasons.. Remember Koko B Ware with the dumb parrot, Brutus "The Barber" Beefcake with his bad tights & fondess for hair cutting? Or Rick Rude with his own face on his tights??
*Sigh* those days were entertaining :)

The Rock would have to be my all time favorite. He is one of the few wrestlers that had real showmenship Plus he didn't ride the ride until the wheels fell off. He did it when it was good and step aside for the next man to make his claim. The other guys stuck arround too long.
