Since everyone (Bipolar included) falls within the normal learning curve, then a "normal" person with Bipolar would have an IQ score between 90 and 109. However, research has shown that individuals in the manic phase of Bipolar exhibit a decreased performance on IQ tests, particularly in areas requiring planning, sustained attention, and perceptuomotor function.

People with more severe forms of Bipolar typically do worse on IQ tests and bipolar in general are said to have generally lower IQ. As with any case, it's only an average and there are still exceptions out there.

Go to wiki, bipolar disorder and scroll down to cognition. There are impairments, but no average IQ. Perhaps links from there.
