Well frankly I think if only 35% of the population votes it means that zombies are already a majority.
Luckily zombies are a pretty low-key bunch most of the time.
As pertains to ready:

a bunch of people mindlessly herding themselves to and from work everyday with no individuality, no purpose, just a clog in the wheel to make the rich richer.
