It depends on how it's used. Both can be correct.

If you're speaking of someone to another person and the person being spoken of walks in the room then 'speaking...', but if you're mearly recognizing the appearance of someone and speaking to them then 'speak...' would be more appropriate.

I always say speak of the devil. I think it's just a shorter version of the other~
