Russia was run by idiots at that time and had no clue as to what was coming, in the trenches and at home. They were bound by treaty to protect and ally with the A/H forces.

In general, kings (or czars) in Europe rarely wanted to destroy another dynasty. First, they were often family related, second, kings don't kill kings.
Only when there was a huge difference in religion (Christian Russia against Muslim Turks), then there was a pressure to destroy the enemy.
As for Russia against Austria-Hungarian empire, it was a usual dispute over territories and power and personal disagreement among the rulers.

Read up on "The Eastern Question". The Ottoman Empire was by that time was crumbling and the Russian Empire sought to become it's replacement.
