although i'm not from illinois, the beauty school i work at deals with this all the time. each state has different laws and policies. mostly we have found if you have a license and have worked consistently for a year the state board will grant a license with reciprocity. some will want proof of your license, graduation, and work history. some will require a written test.

You had to work on people's hair in school to get a licence, right? that's experience, hours of experience....dont doubt yourself!
I get my hair done at a nice salon and the guy who cuts it always has a new assistant. I go about 4 times a year... They wash my hair, watch him cut it and learn-they never touch my head except to wash it. They swept up hair and stuff like that. I always tipped em. One girl eventually got her own chair, she's good too! So that is something you could try to get some experience and show you are willing to learn as much as you can.
Practice on your friends and family for free, dont charge em, get your confidance up.
Good luck-and dont sell yourself short.
