I just started on watching Family Guy, and the baby Stewie always talks. But do the other people understand him? His parents and his siblings?

It's actually never clear. Sometimes it seems like they can while other times it seems like they can't. Brian definitely can. I actually heard the person who created the show talking about how it's inconsistent.

Yeah the dog understands and for some reason the family talks to the dog and find nothing wrong with the fact he speaks human talk but whatever

None of the family and others can understand him. Some babies can

We'll never know. Seth McFarlane, the creator, has said that who understands him depends on the writer of that particular episode, and whether or not it suits the situation or story line. On one of the DVD's, he says that everyone can understand him, but don't really take him seriously. Kind of like "if a baby said f*ck off."
But he does confirm that the dog, Brian, can always understand him and is the only one that takes him seriously.

I think thats part of the joke.

Everybody understands the dog. The dog talks, is witty, educated, and interesting.

Everybody "ignores" the baby. He's either just babbling in baby talk (which we in the audience can understand, but his family cannot) or they just refuse to pay enough attention to him to know what he's talking about.

I tend to go with the latter. His family expects him to just babble, so they refuse to notice his evil plans to kill his mom and take over the world...

Brian can, but the other family members cannot. It's somewhat like Rugrats, where the dog and baby can understand each other, but everyone older cannot.

I think it is just baby talk and he is just babbling. The writers just put words to his thoughts. It is kind of scary what these kids think of isn't it?
