At first, they didn't know what to think. They thought maybe it was a bad omen of Fortinbras military plans, or maybe it was an evil demon trying to stir things up... That's why they got Horatio to check it out. He was a scholar and, the guards thought, would know the proper ways of speaking to a ghost.

The guards were sure the ghost of Hamlets father had come because Fortinbras's son (Whom Hamlets father had killed) was planning to come and take back the land. They believed it had to be a bad omen, IE something is rotten in the state of Denmark.
