first, you need to exfoliate. you need to get a face scrub and a face scrub brush or a wet face cloth and exfoliate to get rid of the dead skin on your forehead. the cracking skin is dead skin and once you exfoliate it, it will show the new fresh skin underneath. you should do this once a week but at this time, i would suggest you do it everyday with a gentle cleanser until it is healthier. remember to scrub in a circular motion with the brush or cloth.
in terms of the moisturizer, as long as it is oil free it should not make you break out. the initial break out it the dirt coming to the surface as your skin is improving. if you did not use a good moisturizer in the beginning, you will breakout when you first start a skin regiment. once your skin gets healthy this will stop.
i have had clients with acne who used the 3 step clinic skin program and it cleared their acne as it cleaned out their pores and allowed the skin to rejuvenate. so have patience. as long as it is oil free, it will not give you pimples in the long run. another option is kiehls. they have great products that work and are reasonably priced. i do suggest you use a good cleanser, a toner/astringent (help exfoliate), an oil free moisturizer and a face scrub once a week.
you may also want to try laura mercier's tinted moisturizer at this time of year to help keep your skin healthy.

start with an in-salon facial, even something on the cheap side at a beauty school will help to balance your acid mantle. as an esthetician i've found you have a common problem. stop using soaps or exfoliants with crushed up nuts. use a soft cleanser like noxzema. always use a moisturizer after cleansing in the evening (only cleanse in the evening) use a toner in the a.m. then a moisturizer. most people over wash/exfoliate and then cause the skin to become unbalanced as you are experiencing now. exfoliate only once a week in the winter.

Use retinol. This is vitamin A. This penetrates the skin and it really moisturizes even the dryest skin because it is vitamin a. Go to vitaminworld.com I actually have a vitamin world in my area and that is were i buy mine. Retinol also reduces fine lines by softening and smoothing them out. Don't try the other stuff people are saying. the skin really does need Vitamin A.

Use a light moisturizer on the affected areas. The one the works best for me is Clean & Clear Oxygenating Ultra-Light Moisturizer. It's oil-free and it works great! Good luck!

I find that St. Ives has a great selection of lotions intended for dry skin. If nothing seems to work, go see a dermatologist.

Combination skin! Welcome to my hell! LOL :)
Your problem is probably similar to mine: you wear makeup and use acne fighting cleanser, so your skin dries out in some places and gets oily in others. What you have to do is exfoliate daily, and use a light, non oily lotion. Also, if you're not applying lotion to your face before applying foundation, you need to do that as well.

there are tons of things for sell out there that may work...but they have ingredients that may make it worse too. try putting some vitamin E (from the capsules) on youyr face before bed, or vaseline. yes too often it could plug your pores..but once a week or so could help moisten your skin..plus vit E is really good for you either way

Wear a HEAVY night creme at night. Your skin absorbs moisture much faster while you sleep. A thicker, heavier creme will last longer on your face.
