If you're good enough, have the right size, know football (from your position) and have proven yourself against good competition (college, CFL, NFL Europe) then you'll get a shot to prove yourself in training camp.
So if you use a strict definition of the word "anyone" then yes, anyone can play. The NFL only restricts people under a certain age from entry into the league (I'm not sure if there is a ban on women but I don't think it really matters anyway).
In real world terms, not just "anyone" can play. If you don't have to "goods" then you have zero chance of playing in the NFL. Since something like 0.001 percent of the population is playing in the NFL, you can see how tough it really is.

NO....you have to be at least 3 years out of high school to play in the NFL. That is the reason that Maurice Clarett was not able to enter the NFL draft in 2004.

If you meet the regulations and have the talent! I don't believe size matters! Sam Mills (Spent time with the Saints and Panthers) was only 5'9! And to make it even better; He played Linebacker! So its not about size. Its about meeting the requirements. Basically, I believe strongly that I human being can do anything he wants! Just as long he is willing to work hard and believe in himself that he could accomplish such a task. I'm 6'4 220lbs. I have personaly overpowered people who are 300lbs and up. And I'm not talking about fat boys! I'm talking about Strong men here! Its not about race; and its not about size! Its a matter of whether you want to do it or not!

Absolutely... in fact there's always places in NFL training camps reserved specifically for Europeans who play in the European league.
