What has likely happened is that the backlighting for your screen has died. I had the same problem with a laptop and they wanted $600 to fix it 3 years ago. Not sure what they want to fix it now but, you're probably better off buying a new screen and selling the old one on ebay. There're folks who pay decent money for that kind of thing as they have experience fixing it and can resell it.

This is typical of a failure in the display circuitry. More correctly the Back Light.

If the screen is in warranty contact Dell.

If it isn't purchase a new one. Monitors are rarely economic to repair.

Turn it on? Just kidding:) Have you checked to make sure everything is plugged in securely? If you have another monitor - try it to see if it is not the monitor but perhaps your video output - i.e. card or onboard video.
A flat scree should last more than two years - but who knows?!

reboot into safemode. Go into the display and change your resolution back to 800x600.
