I would suspect that the people that make those shows are on drugs. There used to be a really strange show called HRPuffenstuff and I think that show was completley about getting high. Maybe not LSD but at least weed.

visual stimulation, I'm guessing. Bright colors and lots of movement because kids these days have short attention spans.
