Depends on what kind of transmission. It is equal to or smaller than your first gear. Unless your first gear is a double under.

Depending on make, model, transmission type,... it is usually slightly lower than 1st gear.
Lower ratio = higher torque = lower wheelspeed.
This makes it the most powerful gear to drive in when engine torque/power is your limiting factor.
Also reverse in most vehicles is a spur gear (giving that characteristic whining sound) - which transmits maximum torque with lower frictional losses.

If you mean which of the forward gears are closest to reverse in ratio it would be 1st. Reverse is geared lower but only slightly.
