Rainy season is from June to November, while the drier season is from December to May. But the best months are March and April which is Philippines summer season (lesser rains). Tourist travel in these months are heavy. However the weather has been crazy for the past months. Rains are falling in the wrong regions and is causing problems.

Do NOT go the Philippines during their summer (march through may) unless you want to live in front of your air conditioner! Filipinos don't seem to notice that their 'winter' is the same as summer in New York. If you go during their summer, unless you are from a blindingly warm tropical island yourself, you will be miserable, hot and sweaty, and for the most part, trapped indoors.

Go in November/December. It's beautiful, warm, dry, and you will be able to do so much more.

Judging by your screen name I'm thinking you're not going there for the weather - so any time is a good time to go.
