Get a Pearl Drum Set. Don't get a beginner's set, it will sound terrible and be a poor investment. If you don't like the kit 2 years later the resale value will still be good enough to get rid of it. I recommend any aspiring drummer to get lessons. It is much more difficult of an instrument to pick up than say guitar.

You can drum with your hands and feet man. Learn your rudiments, some basic beats, develop good hand technique. If you want, get some sticks and a pad, but don't bother with the drum set unless you don't care or are willing to spend at least $500. Wait until you have some basics, and then buy a good kit, not the cheapest you can find. You'll find a lot of money goes to upgrades, so you want a good base.

Oh, I completely missed the second part. If you wanna get better at time, practice being on time. It's easier for me to talk about drumming in real time, so contact me if you want to talk, but basically after you get your basics down, drumming becomes second nature and that's when you can improvise.

Well if you want at least a decent set to start with, try Yamaha, Pearl, or Tama. It also depends on what size kit you want to start with as well. The only cymbals I'm familiar with are Zildian ans Paiste.

The 2 big "primo" brands would be Ludwig and DW (drum workshop).

Pearl, Ludwig and Tama are good brands. But nearly anything would be effective when starting out.
Start small --- bass, snare, high hat, ride and crash cymbals. Then add your toms as your ability increases.
PLEASE do not buy a monster set before you can play it. You will never learn that way. Start small and build. Good Luck.

i am guessing a used one if you dont know if your into it, pearl or pdc are good brands, and the best way to get better is to practive, buy a lesson book or find a musical center to hire a teacher.
