Ways and Means controls taxation. The Budget Committee sets budget legislation. The Appropriations Committee makes the money go where it goes.

But none of these Committees "control" the budget of the United States. The executive branch is responsible for enforcing the laws that the legislative branch passes.

But because the Federal Reserve System is a privately owned corporation our elected officials are nothing more than puppets on a stage. The real power behind the budget is linked to the owners of the Federal Reserve.

In 1900, for example, the average American paid about 5% of their earnings towards taxes to the federal, state and local government. Today that figure exceeds 31% and was as high as 33% under Clinton. In 1900, the public debt was non-existent. We were on a pay as you go system primarily with very little debt incurred by governments. After the Federal Reserve Act, passed by Demonrats in 1913 along with the income tax, all this changed and dramatically so.

Today, the combined public debt of the United States (including federal, state and local) is absolutely mindboggling. All of these facts must be taken into consideration when considering the budget of the United States.

The House Committee on the Budget was established in 1974 by the Congressional Budget and Impoundment Control Act. Along with the Senate Budget Committee, it is responsible for drafting Congress's annual budget plan and monitoring action on the budget for the federal government. Through this plan, called a "budget resolution," Congress sets targets for itself on the desired size of the federal budget and its composition. It is up to Congress to enforce these budget targets by enacting funding and tax legislation that stays within the congressional budget resolution.
