ok give this a shot
go start> run then type "services.msc" this will bring up a window listing all of the current prosses(what your computer is thinking about) and find one that might be parental controls possibly labeled parental controls? and click on it then click stop prosses on the left.
aim is a program
if that didn't work try this
do you know if it is blocking a program (aim) or the website to download the program from?
if it is blocking the program try a different program like gaim which has aim in it
if it is blocking a web site then go to a proxy site which will get you on their computers and show you that page while your pc thinks it is on a different site. try tnt proxy or else search for proxy.
