5/15 = 33.3% That's clearly an F.
13/15 = 86.7% B or maybe B+

It sounds as if your teacher is converting to percentages (points you got divided by points possible) and changing the percentages into letter grades as described above: 90-100 = A, 80-89 = B, 70-79 = C, 60-69 = D, below 60 = F

Asking your teacher what his/her grading scale is is certainly a reasonable question; just don't ask in the middle of another discussion, and be sure to read the material he/she gave you at the beginning of the semester; the grading scale may be there, and if you ask, it just shows that you didn't read the material!

There is no single standard way, especially when as few as 15 points are involved. One typical scale is 90% and above is an A, 80% + B, 70% + C, and 60% + is a D. With 15 points, that would be 13.5 and up for A, 12 and up for B, 10.5 and up for C, and 9 and up for D.
