A 404 (page cannot be displayed error) only means that the url you have entered can not be found on the website. It may be incorrectly entered, or the page may be down for maintenance, or removed altogether. It has nothing to do with your computer or browser, and there is nothing you can do to fix it unless the address is mistyped.

In other cases, according to my experience the ISP may change the port number of the web page you are accesing it to.

Say, the actual port of yourdomain.com is :80 then the ISP change it to 82 then you will also see the same answer "the browser can't find the web site you are trying."

It does not usually happen to developing countries but in my case its an experience due to some specific reasons.

It means the exact URL you entered can't be found. The page could've been deleted or moved, address mistyped, or it could be a problem on your end like a dropped or flakey connection.

So by definition, it's B.
