I had the same problem when I was your age.
Start out simple- natural lipgloss, mascara, and eyeliner on the bottom lids only.
As far as eyeliner goes, you have to de-sensitize yourself. I had been doing stage productions and wearing make-up since I was 8, so it wasn't a problem for me at 13, but at 8 I could barely do it. My mom had to do it for me and made sure it was waterproof so I could cry all I needed, but I still got the job done and it looked fine. My advice to you is just to keep trying to do it yourself. It will be very hard but you'll get used to it eventually.
Don't worry about foundation or anything like that- you're acne will only get worse the more make-up you cake on. Go to your doctor and ask him/her about a topical moisturizer and acne medication called Differin. If he/she says you don't need it, then you don't need to worry about your acne or foundation or powder.
At 13, you really only need to accentuate your natural beauty- not hide the flaws that still make you you.

Cleanse, Tone and moisturise your face daily(2 times a day is even better!) you can get packs which include all three of those, for not very expensive price!
Just try and go for a more natural look seems of your skin type! Maybe Just do: mascara, some pretty eyeshadow and some concelear(one that doesnt clog pores)
And walah! You will look great and not too much for a 13yr old!!

Okay I am not real sure what your asking but if you are asking what to do then, i would say use some kind of skin treatment every night and morning the use foundation and a lighter powder then prob. eathtone eyeshadows, and eye liner is a hard thing to do but it makes everyone look better!lol then mascarra b/c it's good then finish up with a clear glossy color lipgloss!Hope I helped!

OK, here's my suggestion. Try Avon True Pore-Fection facial cleaner to remove excess oil from your face and to leave you squeaky clean. Then try a little hypoallergenic mascara, and leave it at that. Maybe a little face powder in a shade as close to your skin as possible, such as Avon Personal Match powder. Check their website and see if you like it. when you are putting on eyeliner , instead of trying to put it on your ,
eyes looking in the mirror , look up and draw a very fine line with a good sharpened eyeliner pencil and then take a q-tip an touch it up and thin it out so it is not heavy a little mascara and lip gloss and your out the door fresh and done but not over done always remember child less is more ad quality not quantity is the key.

take care of the skin first...try going to a dermatologist to find out the best things to use together to combat the oil and acne instead of just blindly experimenting...natural products are best...once this is done then experiment as much as u like with makeup...u might want to try Burt's Bees brand...its completely natural and they do have an eyeliner along with a line of cosmetics...u can find them here...www.burtsbees.com

You are still young and your complexion probably very even so I think you shouldn't use any makeup. If oily skin is a problem there are wipes out that absorb oil from your face. And a little pinkish or nude lip gloss doesn't hurt anyone.

number one your friends are stupid to even put make up on in such an Early age you are nuts and if you have this types of problems go to a dermatologist. But they are really expensive i should know i mean they don't call me jessica simpsons for nothing yeah i am but don't tell anyone i told you because i just don't want you to ruin your skin

I would deal with your acne first, it will be much harder to fix once you start wearing makeup, and then always look for hypoallergenic and sensitive solutions makeup, it will help if you have really sensitive skin.
