Its the Speaker of the HOuse Nancy Pelosi. She is third in line as president meaning we would have a first women president if either bush or chaney kicked it

the past three answers are all WRONG b/c they've been giving the power structure for the United States Government, not the Senate, which the question asks for. Officially (though he is never there unless there will be a tie) the Vice President of the United States is the "President" of the Senate. After him in presiding order, is the President pro tempore (the most senior senator of the majority party, currently Robert Byrd of West VA). He also never actually presides over the Senate (usually freshman senators from the majority party do to learn the procedure). The presiding structrure is not, however, the power structure, as the VP has no actual control over the senate (neither does the pro tem). The Majority leader of the Senate (Harry Reid) is the most powerful person in the Senate (THERE IS NO SPEAKER OF THE HOUSE IN THE SENATE). He has the most power to decide the docket and rules (though nowhere near as much as the speaker of the house, the senate is much more minority friendly). Following him is the majority whip (currently Dick Durbin) who is charged with "whipping" all the party members into shape and keeping them voting in line. Hope this helps.

Officially, the Senate Pro Tempore is the second highest ranking. The spot is traditionally given to the most senior Senator of the Majority Party.

In reality, however, the Senate Pro Tempore rarely serves as presiding officer. The Senate Majority Leader holds a majority of the actual power after the Vice President.
