Try some social networks like linkedin.com, OpenBC (now XING). There are excellent profiles also available on SAP SDN and ITToolbox.

Most sites such as dice.com, jobster.com, prjobs.com force you to pay in order to advertise. You could try identifying people on experts-exchange.com and other online tools but it is difficult to find people in your geography. You could try to walk the length of a NJ transit train with a clipboard sized poster and find a crowd by the time you reached town. In reality most people pay to post the advertisment but the responses really do need filtering. That is the effort you are really paying for from a recruiting agent.
