Dilation of the pupils is a reflex action, based upon the intensity of light entering the eye. Blind people can not perceive light --their optic nerve or retina is damaged-- but the pupil dilation reflex action is still active.
Further proof is shown by a doctors diagnostic test in determining brain death. If the patient's pupils don't respond to light, they're classed as dead. Obviously, if blind people did'nt respond to this reflex action, the test would be useless in determining brain death.

It depends on what's causing the blindness.
I had a blind cat and his pupils were always dilated, regardless of the amount of light. He was not born blind, though; his retinas became detached due to some blood problems. I also know a woman who is blind in one eye due to an injury, and the pupil in that eye does not dilate or contract in light, either.

Dialation and constriction is a natural light reflex..
When the light receptors are stimulated, a sensory neuron is activated, which sends signals to the brain, which sends an impulse to a motor neuron that constrict the pupils (circular muscles contract)..
Blindness may be caused by various factors, such as:
- damage to the occipital lobe in the brain (one that picks up and puts together impulses from the eyes)
- retina is damaged
- glaucoma
- cataracts (which can be removed)

My brother is visually impaired, and his pupils dilate. His visual impairment is due to a traumatic brain injury rather than an eye problem
