My lips are like that a lot when I wake up in the morning. When I take a hot shower it always loosens the dead chapped skin up. So while I am still in the shower I GENTLY use a washcloth or even a baby toothbrush to scrub away all the loose dead skin. Then I either put carmex or vaseline on them whenever I get out. If you rub too hard you might make yourself bleed, I have done this before.

Get a wet toothbrush and go to town exfoliating. The dry skin on your lips is dead so even lip balm cant make that soft. After rubbing the toothbrush on your lips in a circular motion you will have much softer lips. Then apply a medicated lip balm. Remember that lipstick and gloss will dry your lips so use lip balm before putting either of these on.

o wow, that happened to me and it bothered me sooo much. Use the moisturizing chapstick, and everytime it disolves all the way in your lips and you cant feel the chapstick on your lips anymore, re-apply it. then it should go away in 2 days.
