Consumer Reports thinks so too for most infant seats, according to their new report.
However, other crash testing and, more importantly, data collected from real accidents and death rates proves otherwise and shows that infant seats currently on the market today do a fantastic job of protecting babies in crashses so long as parents follow the instructions in the manual and make sure that the seat is in the car properly according to directions and the child properly secured in the seat (tight harness, chest clip at level of armpits).
When isntalled, the seat should move less than an inch in any direction at the belt path. I could always get my babies' seats in so they didn't move at all. That is just at the belt path though - the back of the seat will move more.
If your seat doesn't seem to be in securely, you should be able to get the instalation checked by a certified passenger safety technician. Most areas have events where they do this or places you can go.

Oh my gosh I felt this way also... I would put my 3 month old in his car seat and totally not feel like he is safe in it... until I took action. I looked on the net for a Seat Belt Safety check center and they referred me to my local California Highway Patrol location and I made an appointment to have the car seat checked and secured and the officer was soo helpful and told me important tips to keep my baby safe and I was soo glad I did it.. now I feel better the car seat barely moves and my baby is now secure. i noticed when installing the car seat correctly the officer had to put his weight into the base of the seat to make sure it was properly installed tightly. He also mentioned the baby must be in a rear facing seat position (preferably) in a convertible car seat til he is 1 years old and 20 lbs (both) not one or the other! Just a word of advise. I truly have a Graco, and that i did that some circumstances, yet I truly have heard memories like Hurleys moms and that i hated each 2d of having him snapped in there. I dont imagine that's secure. I think that it depends on the brand of car seat you have and if you have the latch system. I do have the latch system and thought that my son's infant seat fit well in the car.

My family keeps foster kids and have had tons in car and booster seats and they were never loose, not when put in properly.Go back and double check everything to make sure it's in tack.If it still isn't secure, take the seat to someone that knows this stuff very well and have them show you.

They always seem too loose to me.
Have a car seat technician go over it with you. Call your local hospitals, they either have one or know where to find one. It's worth it. We were in an accident (very minor), but I had just installed the seat myself, and after I had my son checked out, I had a technician check the seat to see if we could still use it, and she helped me install it better.

They should be so secure that they shouldn't move once in place. Go to your local police department or any other local organization that can help you make sure that it is properly installed. If not installed correctly, your infant could be terribly injured in an accident.

Yours does not sound like it is properly installed. You can go to your local fire station and they should install it for you properly.
