Why don't you ask the blind man and draw the deaf man a picture of your question, because there probably would not be any blind people to answer your question online, and most deaf people are not completely deaf. Deaf people still feel the vibrations of sound, and If thats considered sound than they are capable yes.

It depends. If they have been blind from birth, they generally tend to dream in sounds, taste, feelings, and smells. In other words, the other senses that they do have. I say generally because not all blind people have been asked this question, so you can't say for certain whether all people blind from birth do not.
People blind from a point later in life do sometimes dream in sight.
As to deaf people, I imagine that the answer would be the same, but in terms of sounds, rather than sight.

If a blind person is blind from birth then no they don't see... but if they go blind during their life they do see, but it fades. It's the same for deaf people, only with hearing not sight.

Blind people are not blind when they dream.
Deaf people are not deaf when they dream.
Conclusion: The Blind see & the Deaf hear, whenever they dream.

How can a blind person who never saw anything ever dream and see? You can't vision what you have no clue about?

Try this experiment and you'll answer your own question. close your eyes and run your fingers along the face of one of your friends. At the same time, try to visualize in your mind what your friend looks like. that is how they dream. they have no concept of detail, but of shapes and contours. hope this helps

I'm not sure.
But its an image their mind produces, so it comes from the mind but then it goes to the eyes, so it may be that they have the ability to dream, they just can't see them.

Of course, you don't have to open YOUR eyes and look around to dream, and you might hear in your sleep, but you don't HAVE to hear to dream, and you still hear noises...
