I don't see why not. It is not a crime to file a bankruptcy or have a foreclosure. It would not stop you from getting a license in Louisiana.
My best suggestion is to read California's Real Estate rules or just ask them.

how long ago was it? A lot of licenses only look 5-10 years back. If in doubt, check with the division of real estate within the department of commerce. You can probably find the regulations just by doing a quick search on yahoo or google.

As far as I know, yes. They do a criminal background check and there is a clause known as "moral torpitude", but that means sleazy things, not just going broke.
