A bill is a proposed law. An act is legislation that has passed. Often acts deal with the regulation of agencies or provide guidelines. I couldn't tell you if there was a distinction between a law and an act though.

A bill is a proposed law that has yet been voted on by congress. An Act (or a law) has passed both houses of congress and has been sign by the executive branch.
