Don,t touch the "pop-off" valve. It'll never seal again. especially if it's old. It's not air in the tank; I promise you that. No, when you disturb a water heater, the sediment at the bottom gets stirred up and some breaks off and gets in the pipes. First, check the aerators. Those are the screens at the end of your faucet spouts. Just unscrew them, take them apart -PAYING CLOSE ATTENTION HOW THEY GO TOGETHER, and rinse out all the little rocks and such. let the faucet run too. That should clean it out. If not, then the obstruction is at the angle valves under the sinks. You have to shut the water off at the main, remove valve(s), put a bucket under open pipe, and open the main just a bit to flush that out. Then put it back together. your done!

Air in the tank has nothing to do with how much water pressure you have. The odds are that when you re-energized the water lines, some of the sediment, (rust, lime, crud, whatever), that builds up inside the lines over the years, broke loose and is now clogging the aerators in the faucets. I've had them plug so badly no water at all would come thru after a repair job. Try taking the aerators off and cleaning them out.

Hot water elements like in an electrical water heater? Sounds like you might have forgotten to open the gate valve wide enough or it is stuck.
Another problem is debris. One way to backflush the pipes is to plug the kitchen faucet, shut the hot water heater valve, open the drain on the water heater and divert the cold water in the plugged faucet into the hot side... It is simple but hard to explain. Normally as a plumber this is a way to make easy money for me, so I just gave you the basics...
