How can I minimize my stomach, and make it look like I have hips.

An upside down pear? I assume you mean a cone- broader shoulders, medium to full bust, average waist, and narrow hips.

Look for darker colored tops, and lighter colored bottoms to balance your curves.
Fuller jeans and pants (boot cut, flared, or wide legged) will also help even out your top and bottom.
Skirts should be tailored at the upper hips, and flare away from the body: A-lines, trumpets, tulips, or even a ruffle at the hemline can do this.
Keep attention off your waist and upper body with detailing on your jeans, pants, or skirts.
A wrap top or dress is a good choice for you, the line across your torso is diagonal- so it's slimming.
A bias cut dress does the same thing, the line is diagonal across your body.
Longer sleeves that draw the eye down can help keep attention off your middle too, try a 3/4 sleeve for a more curvier look.
While an empire waistline minimizes your waist, it also adds width to your shoulders. If you opt to try a higher waistline in a top or dress, pair it with a full and eye catching bottom.
Princess seaming in a dress is your friend. Avoid sheath dresses that are a straight cut.
Tunic length tops that hit right at the widest part of your hips will help hide the tummy, and widen the hips.
Above the knee skirts, espicially pencil skirts, will draw the eye away from your middle, and down onto your hips and legs.

Avoid shoulder pads, wide lapels, double breasted jackets, wide belts, tops with dropped, boat, square, and portrait necklines. Also avoid off the shoulder and one shoulder tops/dresses.

But most importantly, no matter what you are buying, make sure it fits right. Nothing adds pounds as much as clothing that is too tight or too loose. If it's not a great fit, put it back on the rack.

By upside down pear you are implying you have very thin legs but a rounder torso? You can firm up your abs by crunches and pilates, they really help. Your 'hips' will eventually come into place as you begin to lose weight!

LAYERS, wear different pieces on top of other pieces mix and match, the layers will help camoflauge the tummy and the layers will add a little width to your hips.
