Does anyone know of any decent philadelphia apartments or good landlords near Upenn? My price range is $650 or less(the cheaper the better). Im looking for 1studio(or one bedroom) with 1 bath. Thanks!

Check U. Penn's off campus housing site. That should give you loads of info. You should be able to find something in your price range, but be careful how far west you go. The neighborhoods get pretty dicey the closer you get to 50th street.

I don't know who owns it now, but 4116 Spruce Street had 4 one room plus bath apartments. It is a very nice building. Secure.
