I'm a member of http://www.newbie-writers.com/forum, and there are many people there who write short stories as well as articles and other material.
There are also many other writing groups online - because that might not suit you. I don't know what you are looking for. There is also:

It depends on whether you are looking for professional writers who are charging for their services or just people who write for fun and are not looking for payment. For professional writers check out the freelance jobs boards such as Elance.com, Guru.com, and FreelanceWorkExchange.com (post a project and see who replies). If you are looking for writers to just write for fun and not get paid then try using writer's forums (search for it on a search engine there are many out there where you can sign up and get people to write)

There's a large community of writers at fictionpress.com, people post their stories for others to read & comment on, and of course you can read theirs and leave comments.
