Library and February are both words that are not pronouced properly in the course of common conversation.
The correct pronunciation of February also includes the first "r", but there are many occasions that you will hear someone pronouce February without the first "r" sound. This is especially true in Boston, were no "r" sounds are pronouced by anyone.

The r is heard loud and clear. It could be that some people have a different dialect. I know all my life I thought my Dad couldn't pronounce "idea" he said "idear" I never asked as I didn't want to embarrass him. Much to my amazement when I went back to School(as an adult) the English teacher actually said "idear" She was from England so I think maybe different countries , different dialogs. No, I didn't ask her as again I didn't want to embarrass her. You see I felt I was right. I think maybe we shouldn't judge to quickly.

No. There are two distinct "r" sounds in the word "Library." People who pronounce the word "Ly-berry" sound like they are no older than 2. Maybe their moms thought it sounded so cute that they never corrected it.

No, the "r" is not silent. Some people just grow up hearing it a certain way, and it's drilled in their heads. Kind of like the people who say "chimley" for "chimney".

both Rs are pronounced. its just easier to say "libary". just like people may say "jewlry" instead of "jewelry"
