Lol. Your brother sounds like my brother. So here's what I do:
I don't give him a chance to use the bathroom before I go into the shower. And my rituals usually go with brushing my teeth first, then taking a shower. I'm very keen about my brother's movements because I hear for his footsteps outside, waiting to unlock the doors as I'm in the shower. So, I turn on the showerheads but I don't jump in yet (Yeah, my parents would scold at me for wasting water). I wait for him to unlock the door. Once he opens that door, start to get angry, and get a good mean look on your face to show you're serious. Scold at him and give him a lecture why he should go prior to your shower. And never give in to him unless he really needs to because you don't need him tattletale on you to your parents.

Oh, siblings are so much fun arent they? Try this: the next time you decide to take a shower, first go up and TELL your brother to go to the bathroom. Then, once you are in there, lock the door. Since he is a boy, if he really has to go, there are lots of trees outside or he can hold it till you are done. My little sister used to do that to me. Once I started telling her to go the problem stopped. She knew she had been caught.

Make it a habit to ask if he needs to go, before you get into the shower. If he says no and then proceeds to come in...tell him he had his chance and he will have to wait. Get your parents to get a lock on the door. Remember, he might be a little prick and hog the bathroom some morning...this might have to be reffed.

It's not that he has to go to the bathroom, it's more like a precautionary thing just in case he has to go while you're in there.
I do the same thing.

the sound of running water triggers the bladder. if ur running water or if he hears water the bladder reacts.
