The facts of history point to only one man, Abraham Lincoln. The reason is this. When he ordered troops into the Confederate states territory one of two things happened. You can pick either evil on this one.
Either, The southern states had the right to succeed and form there own country in which case Lincoln began a war by invading a peaceful border nation Which is against the Constitution and thus a act of treason. It's not that he ordered troops in, it's how he went about it, without Congressional approval, as there was no urgency at that time and no immediate threat.
Or, The states did not have a right to succeed, (which was his stand) and thus he ordered troops against American citizens and waged war on the general population. Which is also against the Constitution, and thus a act of Treason.
More property and life was lost in those 4 years of armed conflict then any other time on American soil.
Lincoln was a traitor and did much damage to this country. Just read about the burning of Atlanta. Lincoln ordered that...

Carter showed the muslims that we cannot hammer them when they act out of line. See hostages

Clinton got a lot of laws passed in the 2 years that has been a disaster. Start with Don't Ask Don't Tell. Then the repeated terrorist attacks that went unpunished.
