Parent decision definately! Personally, I would say around 9:30 10:00 during the week and 11 - 11:30 on the weekends (depending on age)

Depending on the age of the child will make all the difference on the bed time.
When my son was around 4 - 6 his bedtime was around 8:30.
Between 7 - 11 around 9
Between 12 - 14 around 9:30
After 14, as long as they are able to get up in the morning for school and are not up making noise keeping the rest of the house awake, there is no real time for bed at that age.

It all depends on the child too. If they are easy to wake up in the morning, you could probably play with the time to see just how much sleep they need to function normally. If they are hard to get up in the morning, then the earlier you can get them to bed the better.

Its a learn as you go type of thing. It would be wonderful if there was a chart to go by. As long as the child is old enough to know the difference between what is acceptable and what isn't, then the parents and child should sit down and discuss the time that all can agree on.

Good Luck!!

A teenager is usually experimenting trying to figure out what works for them. Parents are in a place of experience to make this decision. As parents they are the ones who make the rules of the house. This means also that at some point they will let the teenager do things on their own as responsible behavior shows up. If there is no responsibility then I think the parents should decide when bedtime is. When there is some responsibility about other things in the household (chores, etc), then I think there would be room to discuss bedtime. There also needs to be respect. If staying up later means that no one else is able to sleep then the teenager is not ready for staying up late. Until a person is paying their own way in the real world, the parents are in charge.

It is your parents decision about the bedtime. Although, you are an adolescent but you are still a minor who live under your parent roof.

have a discussion with your parent to see what the bedtime that is reasonable for both can agree on.

in time to get up the next da. if you can go to bed at 10 and wake up on time, and function fully, then 10.
I would say a teen needs a minimum of 8 hours sleep sometimes closer to 9. therefore if you are up at 6 am, bed at 9 or 10.

Geez, that's a question that will probably be unanswered! I mean plenty of times are proper, but being a teen, I won't go to sleep then, I don't want to, nor do I feel like it. The proper time would be 9 but going to sleep at 10 is usually what happens. On weekends and on breaks my mom says 11, I don't go to sleep then.

parents should make the bed time. for a few reasons
1 it shows that the parent cares
2 because parents need some quiet time for themselves each day
i think after the age 16 then teens should be able to go to bed when ever..
