Not sure of the question. If you are referring to the pronoun (who), then it should be whom. To check who or whom, switch the sentence around to read 'I am speaking to (who or whom)' swap he or she with (who) and him or her with (whom) 'I am speaking with him', not 'I am speaking with he'. Make sense?

'to whom' is the object of a preposition so it is the objective case.
