Most of Taiwan's Cosmetic factories are concentrated in the Tainan/Changhua area in the South.

shiseido has a factory somewhere near taipei. try looking at

I only know this as my wife's company imports and distributes some makeup from Korea, Japan and Hong Kong.

There are many around the island. If you can try and research the specific brands you are interested in aquiring by googling them.
