Every time I go there, it is empty. What is it for and how does it work?

If your Wii is connected to the internet, and you select "Parade" it will show a screen with nothing in it. Go to Travel and let your Mii's travel. This will allow them to leave your console and travel to other peoples Wii's that are also on parade. You will also see other people's Mii's start appearing on your console also in the parade.

i think it is when you share your mii(s) with your friends or online, i'm really not sure because i tried it too and ended with the same results.
