It could be the fuel filter that is clogging and could be preventing the gas from getting into the carburetor. That age of Camaro does not have a fuel injection system. If gas can't get into the carburetor, then it won't start.

if it's fuel injected and you hear the pump running, check for fuel pressure and volume. just because the pump is running doesn't mean it's doing anything. spray some gum cutter into the throttle bore while cranking and see if it starts. if it does, probably a bad pump.

Have you cleaned and tightend batt.clamps.If you have batt with
caps ,Buy batt.hydrometer.see if all are about the same range,if
low recharge and have charging system checked auto zone free.
A marginal alternator may be ok in summer, but cold weather, can
cause weak batt that will freeze, should you try boost, make pos
connection on batt and move neg. to metal away from batt,
Hydrometer cost 6 dollars, another tip if one cell is noticeably
lower than others,batt,is questionably.

If it has sat in a cold climate for any length of time... could you have water in the gas causing low fire? Maybe try a thing of dry gas?
