If you are under 13 and do not have the Parental Consent form filled out and sent in to Neopets, then there are several things you do not have permission to do.
According to the Neopets link below, you can not:
Access the Neopets message boards and guild boards
Access the Neomail messaging system
Have Neofriends
Customize the user lookup page
Customize pet pages and descriptions
Customize a shop description
Create and customize a guild
Post a wishlist on the trading post
Use the Lost Password box if password is forgotten.

It should appear when you’re setting up your trade. You won’t get to if you’re 12 and under.
