They are referring to individual soldiers. One troop=one solider. So confusing!

1 troop=1 soldier
It's definately misleading, and I think it would be smarter on Bush's parrt to use the word "men" or "soldiers." We don't need Amercians thinking 20,000 additional troops are equal to 200,000 soldiers, especially when the confusion is more widespread than you'd think!!

Do you mean a platoon, batallion or something like that...if thats what you mean, i would say 25,000.
