high wallers? I don't know.
But sometimes pants that are to short, or that "flood" are called "high waters" since this is a fashion question.
as in when theres a flood, the water stands high

I never called them high wallers I always called them high waters! But it means your pants are too high. So if someone says that that's what you have on then its not good. Just buy longer pants!

that's what we call pants that are too short. or we would say expecting a flood? but now pants are all lengths,so i don't think you'd call them high wallers..
