I see you got 4 WRONG answers. The new regulation states that all persons travelling to and from Mexico by AIR must have a passport starting Jan. 23, 2007. Beginning in Jan. 2008, a passport will be needed for all types of travel to and from Mexico....including by sea. I don't think you have to have one to get INTO Mexico, but you need a passport or a birth certificate to get back into the US.
